The Elmwood clay target team is currently the top team of the Wisconsin State High School League's Class 1A Conference 3 by over 100 points. Steven R. Kjelstad, 53, was charged in Ramsey County District Court with one felony count of engaging in prostitution with a minor. A criminal complaint issued Monday accuses Kjelstad of hiring a St. Paul woman and her runaway cousin, then 17-years-old, for sex in 2012 at locations in St. Paul and western Wisconsin.
