Pres. DeWolfe called the meeting to order at 7:00 p.m. in the Board Room located in Village Hall.

Approval of Minutes:
MSC Sweig/Manfred to approve minutes of 9/9/13 as submitted. Unanimous.
Approval of Bills:
MSC Wandmacher/Gulbranson to approve payment of vouchers submitted for audit to date. Unanimous.

Public Comment on non-agenda items:
Trustee Sweig commented that he felt that the board should look at a procedure for notifying people when an issue arises, which recently happened with the water system. Pres. DeWolfe informed him that a plan was in place, staff was following the DNR ruling and requirements.
Fall Yard Clean-up:
Oct. 19-26 with extended Demo Site hours Monday thru Friday 11 a.m.- 7 p.m. Sat. (19 & 26) 8 a.m.-4 p.m. Village pickup of bio- degradable bags purchased at the Village Hall on Monday, Oct. 28th.
Frank During - request to allow Mason\'s/Eastern Star to put signs on Welcome to Ellsworth Signs:
Frank addressed the board on behalf of the Hancock Lodge #229 and Eastern Star Chapter #116 with a request to add the Masonic and Star emblems to the Village of Ellsworth Welcome Signs. They would provide the signage, brackets, materials and labor needed to the existing signs which would allow for 2 more signs on the bracket. Trustee Sweig questioned the description, affiliation of their organization and if they could do only one sign. MS Gulbranson/Steele to grant their request for the two signs. Motion carried with Sweig opposed.

Closed session WI Stats. 19.85 (1)(c) Police Chief position, interviews, open session.
MSC Gulbranson/Hines to appoint Eric Ladwig Police Chief, annual salary $60,000 per year plus a premium of $100 per month for family principal and permanent place of resident in the Village of Ellsworth, probationary status until January 31, 2014 to return back to Sgt. with committee review at end of probationary period. Unanimous.
Committee thanked Adm. Asst. Karen Meyer for her assistance in the process.
MSC Gulbranson/Manfred to instruct Police Chief to start the hiring process of a full-time officer. Unanimous.

Finance, Purchasing, Buildings: 9/23/13 Trustee Curt Wandmacher
MSC Wandmacher/Sweig to approve a 3 yr. space lease extension with P.C. Hunger Prevention Council at $810.37 per month retroactive back to 9/1/13. Unanimous.
MSC Wandmacher/Steele to approve an increase in Election Inspector wage to $11 per hr. and Chief Inspector to $12 per hr. effective 1/1/14. Unanimous.
MSC Wandmacher/Gulbranson to use Water Impact Fees for installing the Pressure Reducing Station on N. Brown St. due to development to the north. Unanimous.
Set meeting date for 10/29/13 and 10/30/2013, 12:30 p.m. to work on 2014 Budget.
Set meeting date for 10/21/13, 12:30 p.m. to review municipal insurance proposals and make recommendation to board.
Public Safety: Ellsworth Fire Services Assoc. 9/16/13
In the absence of Board Rep. Neil Gulbranson, Pres. DeWolfe gave a report, reporting that the Village assessment for 2014 is $85,420.00, down $524 from 2013.
Health, License, Welfare:
Set meeting date for 10/24/13, 5 p.m. to act on an application from Jason Marks for a Street Dance License and Street Use Permit for 8/17-8/17, 2014.
Solid Waste, Cable TV, Special:
MSC Hines/Manfred to amend contact with P.I.G. to approve an increase of 10 cents per garbage cart per month, effective 4th qtr. 2013 due to increase in their landfill rates. Unanimous.
Chief of Police:
-Police Dept. along with the Fire Dept. and Ambulance Service was part of Nilssen\'s Safety Fair held in their parking lot on Sat., they showed off the squad cars and equipment, nice turn-out with approx. 50-60 kids. Positive feedback.

-Wastewater Treatment Plant; still holding meetings twice a week, agreed to install either a new gate at cost of $22,000 or a pump at a cost of $55,000. DNR would like to see a pump, agreed both will work. Greg informed the board that he informed them at the meeting that the village share will be zero as did the engineer, along with reimbursement for testing, labor, etc. Agreed that there should have been a gate or pump installed on original plans. Plant is meeting all limits except nitrogen.
-Curb and gutter scheduled for 10/8 on Golf Course Lane.
Construction half completed on watermain.
-Water chlorination; had approx. 134 reg. hrs. and 43 overtime hrs., excluding his hrs, during the 2 weeks of unsafe samples, along with $1000-$1500 on chlorine, hilex and testing kits. DNR will be approaching the Village about continuous chlorination.
Trustee Steele asked Greg to pass onto the crew that they did a great job with the water issue.
-Tandem dump truck back in service as of 9/30/13.
-Ball Diamond upgrade; sod put down, sprinkler system installed and concrete drains poured. To complete project red rock will be added to infield and restoration of right field and backstop. School is looking to add a shed in right field to house their stuff in. Total project cost will be available for 10/14 committee meeting.
-City of Prescott cleaned a plugged sewer line for the Village on 9/26 due to defective belts on the Village Jetter Truck, approx. $2000 worth of belts have been purchased.

-Recruiting people (6 to date) to add to Election Inspector list for new term 2014-2015 to work elections, list to be approved by board in Dec.
-Property at 334 N. Beulah St. has been sold, property has been vacant since 2010.
