INVITATION TO BIDS

Pierce County, Ellsworth, Wisconsin, will accept sealed bids for design, labor, installation, and services for the general construction of the Pierce County Fairgrounds Grandstand for ordinary business purpose and use, all being located at 364 North Maple Street, Ellsworth, WI 54011.

Bid No. 1 project consists of erecting a pre-manufactured grandstand with approximately 1,200 person seating capacity complete with post and beam structural frame, concrete footings, and foundation. Manufacturer, suppliers shall provide a design to include pre-manufactured aluminum stair treads with closed risers and aluminum seating and foot area with closed riser. Base Bid is to provide a press area platform to accept an 8'0" x 16'0" press box (Alternate No. 1). The structural design is to provide for a future roof and canopy over entire grandstand and press box (Alternate No. 2). Demolition of the existing bleacher section shall be by Owner; wood planking, and steel angle frame and concrete strip footings.

Vendor is responsible for obtaining any and all project licenses and permits from the Wisconsin State Approval and Village of Ellsworth building permits. No Pierce County sales tax required. No Village of Ellsworth local sales tax required. Owner reserves the right to utilize its State Sales Tax exemption.

All vendors shall be bonded pursuant to Wis. Stat. 779.14 and insured. All vendors shall comply with the State of Wisconsin Prevailing Wage Rates as established for Pierce County.

Bid No. 2 project consists of the associated electrical work for the new grandstand. Work to be completed under this separate contract includes demolition of existing electrical power, lighting, and speaker system from the existing bleacher section. Project includes installation of new electrical power service, lighting and speaker system for the newly erected Grandstand under Bid No. 1.

Vendor is responsible for obtaining any and all project licenses and permits from the Wisconsin State Approval and Village of Ellsworth building permits. No Pierce County sales tax required. No Village of Ellsworth local sales tax required. Owner reserves the right to utilize its State Sales Tax exemption.

All vendors shall be bonded pursuant to Wis. Stat. 779.14 and insured. All vendors shall comply with the State of Wisconsin Prevailing Wage Rates as established for Pierce County.

Substantial Completion: Project work must be fully completed and ready for Owner/Architect review no later than Friday, May 22, 2009.

Final Completion: All final punch list items to be completed and ready for Owner occupancy no later than Friday, May 29, 2009.

PROJECT SCHEDULE

Bid Release: Monday, January 26, 2009.

Bids Due: Tuesday, February 17, 2009, by 11:00 a.m.

Bid No. 1 and Bid No. 2 Opening: Tuesday, February 17, 2009, at 11:05 a.m.

Bid No. 1 and Bid No. 2 Awarded by: Pierce County Bonding Proceeds Subgroup by Wednesday, February 25, 2009, at Pierce County Courthouse.

Pierce County reserves the right, in its sound discretion, to accept or reject any or all bids provided in response to bid documents, regardless of conformity with the specifications, as well as to waive any errors and omissions as well as any technical failure of any bid to be fully responsive. Such discretion shall be exercised in the best interest of Pierce County and its taxpayers. Pierce County also reserves the right to determine who, among the several bidders, constitutes the lowest, responsible bidder for the project in question. Bid price shall remain in effect for 90 days. Pierce County reserves the right to reduce it's agreement with the successful bidder to a written contract and until such time as said contract is executed by and between both parties, Pierce County shall not be bound to the terms of the bid in question. Pierce County is bound only upon the signing and execution of a formal written contract.
