Prosecutors said a suburban Milwaukee man voted five times in the recall election against Governor Scott Walker in 2012. Fifty-year-old Robert Monroe of Shorewood has been charged with 13 felony counts of election fraud. He's free at least until his initial Milwaukee County Circuit Court appearance on July 17th.
