Tuesday - June 24, 2008 - 7:00 p.m.

Meeting called to order by Chair P. Barkla at 7:00 p.m. A quorum was established with roll call by County Clerk J. Feuerhelm showing 16 supervisors present; J. Camery excused. Also attending were CVSO David Till and members of the public. Motion to adopt agenda made by J. Holst / C. Simones; motion carried by voice vote with all in favor. Pledge of Allegiance to the Flag led by J. Kucinski.

Public Comments: Jim Gumbusky, Town of Oak Grove resident commented on county employment, use of county vehicles, and standards for granting salary increases. M. Pittman reported on behalf of the Parks Committee and the status of the cabins located at the Park. D. Reis reported on the various Building Committee projects under way.

Proposed Veterans Memorial Enhancements: CVSO D. Till presented a proposal for improving the Veterans' Memorial in front of the Courthouse. The Board recesses for Officer D. Till to show them the current memorial as well as the proposed improvements. No action taken.

2009 Budget Guide Lines: Board reviewed guidelines and suggested options by Finance Director. Motion by J. Holst / R. Lockwood to adopt 2009 budget guidelines with option #2; motion carried by roll call vote with 9 in favor (C. Simones, R. Purdy, R. Lockwood, D. Rohl, G. Place, D. Reis, J. Holst, M. Pittman, P. Barkla); 7 opposed (B. Plunkett, N. Shonoiki, J. Kucinski, K. Snow, J. Ross, B. Gilles, J. Kosin).

Duties and Assignments of Administrative Coordinator: Chairman P. Barkla informed the Board that a committee has been appointed to review the duties and assignments of the A.C. consisting of R. Lockwood, J. Ross, and J. Holst. R. Lockwood added that one of the things they are reviewing is a David M. Griffith study done in 1997. No action taken.

RESOLUTIONS FOR FIRST CONSIDERATION

Res. 08-04 Ratify American Federation of State, County and Municipal Employees (AFSCME) Courthouse Local 556 Employees Bargaining Agreement. First reading by Clerk J. Feuerhelm.

Res. 08-05 Ratify American Federation of State, County and Municipal Employees (AFSCME) Highway Department Local 556 Employees Bargaining Agreement. First reading by Clerk J. Feuerhelm.

Res. 08-04 Ratify American Federation of State, County and Municipal Employees (AFSCME) Human Servicers Support Staff Local 556 Employees Bargaining Agreement. First reading by Clerk J. Feuerhelm.

CLOSED SESSION

Motion by R. Purdy / C. Simones to convene in closed session at 7:57 p.m. pursuant to §19.85 (1)(e), WI STATS for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, and §111.70 (1)(a), WI STATS for the purpose of review and discussion of contract matters under the collective bargaining agreement: AFSCME collective bargaining contract settlements. Motion carried by roll call vote with all in favor. Motion at 8:47 p.m. by C. Simones / D. Rohl to reconvene in open session; motion carried by roll call vote with all in favor. No action taken.

ORDINANCES FOR FIRST CONSIDERATION

Ord. 08-05 Rezone 39.970 Acres from Exclusive Agriculture to General Rural in the Town of Salem: Randall and Darla Girdeen. First reading by Clerk J. Feuerhelm. Supervisor J. Holst explained the rezoning being requested.

Ord. 08-05 Amend Chapter 240 of the Pierce County Code Regarding Warehouse and Storage. First reading by Clerk J. Feuerhelm. Supervisor J. Holst explained the changes being requested and answered Board member questions.

ORDINANCES FOR SECOND CONSIDERATION

Ord. 08-04 Rezone 38.390 Acres from General Rural Flexible 8 to Light Industrial in the Town of Oak Grove: Donna L. Nesbitt. Motion by C. Simones / J. Kosin to approve rezone; motion carried by voice vote with all in favor.

Rezone 38.390 Acres from General Rural Flexible 8 to Light Industrial in the Town of Oak Grove - Donna L. Nesbitt

The Board of Supervisors of Pierce County, Wisconsin does ordain as follows:

Section 1: The Official Pierce County Zoning Map for the Town of Oak Grove is amended to change the zoning from General Rural Flexible 8 to Light Industrial on 38.390 acres of land located in SE ? of the NE ? except 1.160 acres for Highway per Vol. 307 Pg. 698, all in Section 35, T26N, R19W, Town of Oak Grove, Pierce County, WI.

Section 2: That this ordinance shall not be codified.

Section 3: That this ordinance shall take effect upon passage.

Dated this 27th day of May 2008.

APPOINTMENTS: Bill Schroeder nominated by R. Purdy / M. Pittman to the Mississippi River Regional Planning Commission. Chairman P. Barkla called for other nominations; none given. Nomination confirmed by Board in a voice vote with all in favor.

Chairman P. Barkla announced the re-appointment of Dr. David Woeste as citizen member to the Board of Health for a term of three years.

ANNOUNCMENTS from the CHAIRMAN / INTERIM ADMINISTRATIVE COORDINATOR: None

FUTURE AGENDA ITEMS: Union contract ratification.

OTHER BUSINESS: Chairman P. Barkla addressed the Board about future goals and at the suggestion of Supervisor J. Ross to meet with department heads for a question and answer type session. He added that dates would need to be set during the week for this type of meeting and supervisors should inform him of their availability by July 7th.

ADJOURNMENT: Meeting adjourned at 9:06 p.m. by motion of C. Simones / J. Holst. Motion carried by voice vote with all in favor.
