NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about July 23, 2012, the Pierce County Housing program will submit a request to the Wisconsin Department of Administration - Division of Housing for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Community Development Block Grant -Small Cities Housing Program, for the purpose of housing rehabilitation within the County limits. The grant award was $550,000.

The activities proposed are categorically excluded under HUD regulations at 24 CFR part 58 from National Environmental Policy Act requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Pierce County Courthouse and may be examined or copied weekdays from ( 8 ) a.m. to (4 ) p.m.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Pierce County Housing

Department. All comments received by July 18, 2012 will

be considered by Pierce County prior to submission of a

request for release of funds.

RELEASE OF FUNDS

The Pierce County Housing Department certifies to the Wisconsin Department of Administration - Division of Housing and Community Development (DHCD) that the Village

President in his capacity consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce

responsibilities in relation to the environmental review

process and that these responsibilities have been satisfied. The State's acceptance of the certification satisfies its

responsibilities under NEPA and allows the Pierce County to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

The State of Wisconsin, Department of Administration - Division of Housing and Community Development (DHCD) will accept objections to its release of funds and the Pierce County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is on one of the following

bases: (a)the certification was not executed by the Certifying Officer of the Pierce County; (b) the Pierce County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Wisconsin; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.

Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to Wisconsin Department of Administration - Division of Housing and Community Development (DHCD) at P.O. Box 7970, Madison, WI 53707-7970.

Objections to the release of funds on any basis other than those stated above will not be considered by the Wisconsin Department of Administration - Division of Housing and Community Development (DHCD). Objections received after August 6, 2012 will not be considered by the Wisconsin

Department of Administration - Division of Housing and Community Development (DHCD).
