October 1, 2012 - 7:00 P.M. 1. Call to order. 10 minute discussion limit on all agenda and non-agenda items per Roberts Rules of Order, the Village Board may suspend this rule if deemed necessary, no board action may be taken on non-agenda items. 2. Approve minutes - 9/10/12. 3. Approve bills. 4. Public comment on non-agenda items. 5. Fall Yard Clean-up Oct. 20-27. 6. Committee/ Commission meeting reports/ recommendations: A. Plan Commission – 9/17/12 - Approve Kaufhold's Kurds, 440 N. Maple St., building expansion plans - Approve final CSM, site plan, building plan, signage for McDonalds Project - Dan Acker - Conditional Use Permit for second garage discussion; B. ETZ; C. Board of Appeals; D. Water & Sewer - 9/19/12 & 9/27/12 - Wastewater Treatment Plant construction issues, ratify committee recommendation to hire an independent engineer to review corrections made to plant and to consult with the committee and Village Board, -Approve contract with Midwest Testing to conduct Cross Connection Control Program; E. Street & Sidewalk; F. Salary & Labor - set meeting date to review draft of revised Personnel Handbook; G. Library Board - 9/25/12 monthly meeting; H. Park's, Recreation, & Development 9/19/12 - Reviewed with Cheese Curd Festival Committee 2012 festival and plans for 2013 festival - Update from Sesquicentennial (150th) Committee on East End Park improvements and dedication details for Oct. 14, approve wiring/electrical project and dedication; I. Finance, Purchasing, Buildings - 9/12/12 - Approve setting up a Capital Equipment & Repair Fund - Set meeting date to meet with PCHA and P.C. Hunger Prevention Council to address space lease contracts; J. Public Safety - Fire Association 9/17/12, Ells. Ambulance Service Assoc. 9/18/12; K. Health, License, Welfare - 10/1/12 - Approve Ells. Sesquicentennial Committee EACC Temporary Class "B" License for East End Park dedication 10/14; L. Solid Waste, Cable TV, Special Committee - 9/25/12 -Garbage/recycling service for 2013; M. Cemetery. 7. Department Head Reports: department activity/update A. Chief of Police; B. Director of Public Works/ Zoning Administrator; C. Clerk-Treas. 8. The Board intends to go into closed session under Section 19.85(1) (e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, the committee will go back into open session and take action on the closed session items, if required. -Assisted Living Project, Hwy 65 North
