Minnesota man charged after wanting to "fly" at the State Capitol in Madison

Prosecutors in Madison, Wisconsin say a Minnesota man was drunk when he climbed five stories to break into the State Capitol last weekend.

Prosecutors in Madison, Wisconsin say a Minnesota man was drunk when he climbed five stories to break into the State Capitol last weekend. Authorities say 21-year-old Andrew Bishop of Roseville scaled the outside of the building and broke a window to get in. They say he then threw a fire extenguisher out another window -- and then passed out. Bishop told officers "he felt like an angel and wanted to fly," but has since apologized for damaging the Capitol. Bishop has been charged with felony criminal damage and a misdemeanor count of entering a locked building.
