Call to order: 10 minute discussion limit on all agenda and non-agenda items per Roberts Rules of Order, the Village Board may suspend this rule if deemed necessary; no board action may be taken on non-agenda items; 2. 2013 Budget Public Hearing, adopt 2013 Budget; 3. Approve minutes – November 5, 2012; 4. Approve bills; 5. Public comment on non-agenda items; 6. Adopt Resolution 2012-14, 2012 Budget amendments; 7. Committee/ Commission meeting reports/ recommendations: A. Plan Commission, B. Board of Appeals, C. ETZ, D. Water and Sewer, E. Street & Sidewalk, F. Salary and Labor -Give committee authority to finalize revised Personnel Handbook and 2013 wages/ benefits for non-union employees, G. Library Board – 11/27/12 Space/Building - 11/13/12, 11/14/12, H. Parks, Recreation, & Development, I. Finance, Purchasing, Buildings - 12/3/12 -Approve Dan Acker project TID 10 financing, J. Public Safety -11/20/12 Ambulance Operating Committee, K. Health, License, Welfare - 11/13/12 -Adopt Ordinance #629 amending Section 12.06 (9)(d) to delete paragraph prohibiting intoxicating liquor or fermented malt beverage in an open container in or upon the P.C. Fairgrounds during the period of the annual P.C. Fair. - Approve a Temporary Class "B" Retailer's License to Ellsworth Fire Services Assoc. for annual chicken feed 3/23/13, L. Solid Waste, Cable TV, Special Committee,

M. Cemetery; 8. Department Head Reports: Department activity/update: A. Chief of Police, B. Director of Public Works/Zoning Administrator, C. Clerk-Treas.; 9. The committee intends to go into closed session under Section 19.85(1) (e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, the committee will go back into open session and take action on the closed session items, if required. -TID 10 development, -Crossing Meadows Business Park, -Other proposed development;
