Pres. DeWolfe called the meeting to order at 7:00 p.m. in the Board Room located in Village Hall.

Approval of minutes:
MSC Wandmacher/Sweig to accept minutes of 10/1/12 as submitted. Unanimous.
Approval of bills:
MSC Steele/Gulbranson to approve payment of vouchers submitted for audit to date. Unanimous.

Adopt Ordinance #628 - Cross Connection Control protection of public water systems from contamination due to back flow of contaminants and well abandonment and operation permitting system for complying wells:

2013 Ellsworth Visitor’s & New Residents Guide ad:
MSC Gulbranson/Hines to approve a full page ad, cost of $454.00. Unanimous.
Cudd’s Evergreen Estates 2013 Mobile Home License:
MSC Steele/Wandmacher to grant license. Unanimous.
Wipfli CPAs and Consultants 2012 audit contract:
MSC Gulbranson/Steele to approve and sign contract. Unanimous.
COMMITTEE REPORTS/ RECOMMENDATIONS:
Salary & Labor: 10/10/12 Trustee Neil Gulbranson
Closed session, reviewed revised Personnel Handbook, open session. No action taken.
Library Board: Board Rep. Curt Wandmacher – Minutes on file in Village Clerk’s Office
10/30/12 - Wandmacher reported that E-Book (Electronic) circulation is up. Next meeting date 11/27/12, 6 p.m.
Library Building/Space Committee:
10/1/12 - Architect firm review, funding sources, timeline and planning.
10/8/12 - Three architectural firms selected with interviews scheduled for 11/14/12.
10/20/12 - Committee visited 4 public libraries in the area. List of pros and cons complied.
11/5/12 - Committee along with the three architectural firms toured the BMO Harris Bank Building.
11/14/12 - Committee will meet at BMO Harris Bank, 6 p.m. to hear presentation by architectural firms and selection of firm made.
Parks, Recreation, Development: 10/16/12 Trustee Rick Sweig
Met with Pat Gutting who informed the committee that there is a need for a skateboard park in Ellsworth. Need to gather further information, check on possible locations, cost to build, insurance costs and other funding sources. Committee will have a future meeting after info is available.
Finance, Purchasing, Buildings: Trustee Curt Wandmacher
10/10/12 - MSC Manfred/Wandmacher to extend lease (9/1/12- 8/31/13) to P.C. Hunger Prevention Council for lease space of 782.6 sq. ft. at a cost of $1.035 per sq. ft. or $810.37 per month. Unanimous. Police Dept. will utilize the West Cap office space. Office space still be available for lease due to the P.C. Historical Assoc. moving out to their new location.
10/29/12 - MSC to accept proposal from Dawn Churchill for janitorial services at the Village Hall and Library buildings, 1/1/13-12/31/14 contract, monthly rate for Library $240.00 and Village Hall $360.00. Unanimous.

Health , License, Welfare:
Set a meeting date for 11/13, 5:30 p.m. to meet with the P.C. Fair Committee to address request to amend Ordinance 450, 452 & 450 prohibiting intoxicating liquor or fermented malt beverage in open container in or upon the Pierce County Fairgrounds during the fair.
Solid Waste: 10/29/12 Trustee Dick Hines
MSC Wandmacher/Gulbranson to accept low bid from P.I.G. for residential garbage and recycling collection services for a three year period commencing Jan.1, 2013. Village will continue to bill, maximum increase 3% per year. Rates per month as follows:
95 gallon cart - $13.26, 65 gallon cart - $9.72, 35 gallon cart - $8.26, stickers $2.25 each ($11.25 sheet of 5), recycling $1.00. Letter will be sent to all property owners informing them of the change and how the change-over process will work from Veolia to P.I.G. Unanimous.
REPORTS:
Chief of Police:
-Off-street parking went into effect 11/1/12, they are dealing with parking issues and complaints.
-Rec'd $4000 grant money from Department of Justice for recording equipment.
PWD/Zoning Administrator: Written report submitted, on file in Village Clerk's Office
-BioSolids Facility annual meeting 11/13/12
-Atrazine Class Action Suit; we had a valid claim and entitled to a minimum payout of $5000 plus a pro-rata share of remaining balance.
-Bonnie Langer Memorial Park; gazebo, bench, etc. will be installed in the spring.
-Wastewater Treatment Plant construction issues; gates are being re-installed on Structure 20. Structure has been covered and heated since last week for the curing process. Recommended a Water and Sewer Committee meeting be set to address costs for repairing the structure. 6 out of 14 gates have been re-done. Tank will be torn out and re-done before deer hunting.
Clerk-Treas.:
-Busy with 11/6 General Election, 165 absentee ballots requested, 5 still outstanding to come in.
-Meeting with interested parties looking at Ellsworth for possible business expansion.
