-- Southern Wisconsin is slowly digging out from the Blizzard-of-2011. Public schools in Milwaukee, Racine, and Kenosha are closed for a second straight day. But UW-Madison re-opened this morning, and the Capital City’s public schools are open while those in nearby smaller communities were either closed or delayed.
