WISCONSIN NEWS ROUNDUP: Former Assembly Majority Leader charged with sexual assault

Former state Assembly Majority Leader Bill Kramer has been charged with sexual assault. Prosecutors announced yesterday that Kramer, a Republican, faces two counts of second-degree felony sexual assault for allegedly cornering a woman, then tried to kiss and grope her. According to the criminal complaint, investigators say Kramer gave two different accounts to the incident. If convicted, Kramer faces up to 200-thousand dollars in fines and 80 years in prison… his first court appearance is scheduled for April 14.
 _______________________ A Portage County Judge has rules that a jury will determine whether or not a man who fatally stabbed his grandfather 25 years ago will be released. 50-year-old Steven Feck pleaded not guilty by reason of insanity for the 1989 stabbing of 76-year-old Elton Favell with a pair of scissors, he was sentenced to the Winnebago Mental Health Institute. At the time of his sentencing, committed suspects could request trials to determine if they could be treated in the community. That statute changed in 1990, only allowing a judge to make that decision. A jury will decide whether Feck is released on community supervision on May 1.
 ________________________ A Milwaukee County Sheriff Captain is under some hot water for alleged misconduct while on the job. According to a report released yesterday, Sheriff David Clarke Jr. suspended Captain Keona Garth-Dickens without pay, accused of committing sexual misconduct and leaving the jail with a “work husband” to run personal errands. Garth-Dickens is also accused of lap-dancing with another staffer and refused to answer a door during another incident, shouting “We’re in here having sex”. Sheriff Clark is seeking to fire the Captain, pending an investigation from the Personnel Review Board. The 38-year-old Captain is adamantly denying the allegations, telling the Milwaukee Journal Sentinel that the complaint is “full of lies”.
