The investigation of St. Croix County's most prominent cold case is about to heat up a little more. The murder of William S. "Junior" Clapp at 2:35 a.m. April 25, 1993, from a single gunshot wound at his rural Roberts farm house remains unsolved and the Wisconsin Dept. of Justice, Division of Criminal Investigation (DCI) Special Assignments Bureau will aid the sheriff's department in the continuing investigation. A River Falls man charged in the shooting death of a friend pleaded not guilty to two felony charges Friday afternoon in St. Croix County Circuit Court. Anthony Palmer Velure, 26, faces one count of a first-degree reckless homicide and one count of homicide by intoxicated use of a weapon, a charge that was added just prior to the 1 p.m. arraignment hearing July 22. There is improvement in the economy, U.S. Rep. Ron Kind (D-La Crosse), told a small business roundtable group Tuesday morning at the UW-River Falls Hudson Center. But every time the economy gets a leg up, something unexpected gets in the way, he said. "The spike in energy prices is holding things back," Kind said.
