February 11, 2019 School Board Meeting Minutes

The Ellsworth Community School District Board of Education met on Monday, February 11, 2019 at 6:00 pm in the Ellsworth Elementary School Community room. The meeting was called to order by President Doug Peterson. Members present: Susan Beck, Kurt Buckner, Katie Feuerhelm, Dana Glor, Steve Mark, Jeff Stockwell, and Doug Peterson. High School Student Council representative, Cedric Kosnopfal was also present.
President Peterson recommended amending the meeting agenda order as the school board will be touring the Fab Lab at the High School. Motion was made by Susan Beck, seconded by Katie Feuerhelm to amend the order of the school board meeting agenda in the following order: Acknowledgements, Student Council, Band and Choir Spring Break 2020 trip, Open Period for Public Comment, Fab Lab tour, remainder of meeting. Motion carried unanimously.
The school board made the following acknowledgments:
Angie McHardy, High School Dance Team coach, reported on the team's 2nd place finish in Hip Hop at the State competition.
High School Student Council representative Cedric Kosnopfal updated school board members on events occurring at the High School.
High School Choir teacher Karen Kornmann and High School Band teacher Nicholas Junker presented information regarding the proposed Band and Choir Spring Break trip in March 2020 to New Orleans. An itinerary along with associated costs were presented for school board review. Motion to approve the trip as presented was made by Kurt Buckner, seconded by Dana Glor. Motion carried unanimously.
Julie Frion, Ellsworth Elementary School second teacher, addressed the school board members during the open period for public comment regarding class sizes at the second grade level for the 2019-2020 school year.
The school board members, along with members of the audience, proceeded to the High School to tour the Fab Lab.
Upon returning to the community room, motion was made by Susan Beck, seconded by Katie Feuerhelm to approve the January 14, 2019, school board meeting minutes as presented. Motion carried unanimously.
Treasurer Buckner presented the financial report for school board approval. It was noted that the remaining monies in the Fund 49 account will be applied towards the debt payment as required by law for the 2019- 2020 school year. Motion was made by Dana Glor, seconded by Kurt Buckner to approve the financial report as presented. Motion carried unanimously.
Superintendent Cain presented information regarding the Middle School bleacher replacement. He noted that the proposed bleachers are identical to the ones at the new elementary school and the old gym in the High School except the district would not be adopting the power operation feature. By adopting the proposal now, the moving of the wall mount backstops could be completed during spring break with the installation of the bleachers to occur during the summer. Discussion was held regarding demolition costs and the possibility of enlisting community groups as an option. Motion was made by Susan Beck, seconded by Kurt Buckner to adopt the presented proposal including the associated costs for the manual operation bleachers, demolition, and moving the three wall mount backstops with the exclusion of the associated costs for power operation. Motion carried unanimously.
School Board Committee reports:
The Curriculum Committee met just prior to the school board meeting to discuss Standards Based grading at Ellsworth Elementary School. This will be an agenda item at the March 4, 2019 school board meeting.
The Negotiations and Personnel Committee met just prior to the school board meeting to discuss the format for meeting with employee groups for the purpose of wage negotiations. The Alternative Compensation Committee meeting from February 5, 2019 was rescheduled for Wednesday, February 13, 2019 due to the weather.
The Buildings, Grounds, and Transportation Committee met on Tuesday, January 15, 2019 to review potential technology and maintenance projects for the 2019-2020 school year.
The Budget and Finance Committee met on Thursday, January 31, 2019 to review budget projections along with staffing proposals for board approval later in the meeting.
The Communications Committee did not meet.
CESA update- Treasurer Buckner updated school board members on upcoming events happening through CESA.
Superintendent Cain presented the personnel report for school board approval. Motion was made by Jeff Stockwell, seconded by Kurt Bucker to approve the following hires, resignations, and retirements as presented. Motion carried unanimously.
Hire: Bailee Bach, Ellsworth High School paraprofessional
Resignation: Melinda Casper, Ellsworth Middle School Special Education teacher
Brittany Lennartson, Ellsworth Elementary School Special Education paraprofessional
Deanna Wronski, Ellsworth Elementary School Special Education teacher- effective end
of 2018-2019 school year
Retirement: Lisa Benz, Ellsworth Middle School Band teacher
Margie Biel, Ellsworth Middle School 8th grade teacher
Barbara Doughty, Ellsworth Elementary School Administrative Assistant/Health Aide
Middle School Principal Jon Dodge presented a proposed job description for a .50 FTE Academic and Career Planning Coordinator position and highlighted identified responsibilities. Motion was made by Susan Beck, seconded by Katie Feuerhelm to approve the .50 FTE position as presented. Motion carried 6-1 with Steve Mark opposed and the remainder of the school board members voting in favor.
Elementary Principals Mary Zimmerman and John Groh presented a job description for a full time Math Specialist with focus on the elementary level. Motion was made by Dana Glor, seconded by Kurt Buckner to approve the full time position as presented. Motion carried unanimously.
Superintendent Cain presented information regarding school cancellations and school calendar adjustment. He reported that neither the state governor nor the state superintendent have the ability to forgive school day minutes lost due to weather. Superintendent Cain reviewed the current minutes that have been lost within our school district due to school closings and recommended the following:
April 22, 2019, which was previously a no school day, now becomes a school day.
The end of the third quarter, which was previously March 28, 2019, will be moved to April 4, 2019.
March 29, 2019 which was previously a teacher inservice day will be moved to April 5, 2019 with school held on March 29th and a no school/teacher inservice day on April 5, 2019.
Motion was made by Kurt Buckner, seconded by Jeff Stockwell to approve the calendar adjustment as recommended. Motion carried unanimously.
Motion to adjourn the meeting was made by Dana Glor, seconded by Katie Feuerhelm. Motion carried unanimously.
