TO THE EDITOR: You wrote that "there has been nothing to stop a homeowner from keeping a weapon."
Your backgrounder failed. It has always been illegal to keep a concealed weapon anywhere under Wisconsin Statute Subsection 941.23.
It is only through case law, under the caption of Hamdan, that a stare decisis defense was carved out for the homeowner or businessman to demonstrate that his need for a concealed weapon is greater than the state's need to prohibit it.
Driving with a concealed weapon is a strong reason to not instigate a confrontation. Who is guilty, on the face of it, when the accused is found to indeed have a gun?
As to the rest of your equally well thought out screed, which part of "the right to keep and bear arms of security, defense,... or any other lawful purpose" do you not understand "shall not be infringed"?
Good people ought to be armed as they will, with wits and guns and the truth.
